First of all, if you think it's boring then that's not a good sign. How are you going to successfully convey the value of the conference if you can't work up any enthusiasm or good words about it?
But let's say that you -- or someone else -- does manage to find the benefits of attending. So now you need to put that on paper and get the word out. Here are some ideas...
Within the university:
-- Use the email system to let students and instructors know. Ask them to forward the information to other interested parties (yes, you do have to ask... this is not something most people think to do on their own)
-- Posters do not have to be expensive. Just run off flyers on a printer and post them on bulletin boards, etc. throughout the school.
Outside the university:
-- Email alumni ask them to inform others.
-- Contact the media and let them know why the conference is valuable and who might want to attend. Give them story ideas about the conference and/or speakers.
-- Post your flyers in local businesses.
-- Contact area hospitals and medical clinics, either by mail or phone or deliver flyers. Perhaps one of them will even co-sponsor the event, which will give you some money to do advertising.
-- Post the information on online calendars of events.
The sales copy for the first page says welcome to your 'site name' without any emphasis on the free hosting or how the free hosting works. Try adding a brief list of steps needed to get free hosting. Posts where? How to post? A basic How it Works in the front page. I would change the header text to Free Web Hosting and of course make a sales copy of the free hosting in the first paragraph.
Now the visitor problem is obvious ... you only have one instance of your site in Google. You will need and want thousands of mentions (links). Start submitting your site to free directories to start a little boost then extend your link popularity through Article writting and press releases.

There is much more to be done, but start there. If you have the option for title for the anchor URL use Free Hosting and forget the name of your business. Some directories require business name only for free listings though.

You are promoting right now but of course you forgot to give a hint as to what the site is. Blogs and forums which welcome marketing are your best. You will need to decide who your target audience is first.
If it is a business opportunity go to www.directmatches.com. The only drawback is there are 1000s of others doing the same so you have to be selective to who you invite. I can promise though you will get hits to the site.
If you are selling a product, then find the forums that pertain to the product and begin conversing. You have to be careful about spam but if you go there and begin building relationships you will get the message out.

If you have a local newspaper that does not charge a fee to advertise then you can promote your website without further expenses.
You may even ask them to write a story about your business and then you will get some free advertising.
Of course, there are hundreds of traffic exchanges where you can do this. Most accept advertising for any site that is sociallly acceptable (Not porn or otherwise offensive).

A few good ideas would be to -
Write a Press Release to a local paper! Newspapers like to run stories like this and by writing a press release they'll probably be more than happy to publish your story (and you've promoted already). Just include a few photos, maybe a screenshot of your site and some of your contact details!
Local kids will see this and look to you for their Chemestry help!
Spread the word! Using websites like this are a great place to start - make sure it's all over the internet (email other homework help sites and ask if they'd be happy to link your page to theirs), let them know you're just starting out and I'm sure they'd be happy to put your link on their site if you put their link on yours. Also grab attention through other ways such as online networks e.g. - myspace, alot of kids use myspace which would enable you to target your demographic specifically.
Put up posters! (this might sound stupid but it works). Put up posters. A good idea for you as a website is to design a poster and save it as an easy to print file such as a Microsoft Word document and make it avaliable on your website so students and teachers can easily print them off and display them around schools. Just think - this way schools all over the world may see your posters! Maybe a feedback form to fill in before downloading would help? - Such as asking the downloader the location of the poster, the town etc and how many they intend to display?
Those are just a few ideas for you to mull over! Use your imagination and your ideas won't fail!
